Is there a way to make the Application Installer permission based?

There are applications that Resellers should have access to that Users should not (IE: DotNetPanel Portal)

Adding to this, it should actually be customizable per package.

IE: i would like to offer either MS ASP/ASP.NET   -   OR   -   PHP, so i should be able to enable say WordPress for the PHP or Community Server for ASP.NET
